From looking at the rudder, it would not have appear to have had that modification. I have not heard of anyone trying to hook a 98--2000 Pro Star. No reason why you couldn't, I suppose. But not much to compare it to as far as a production model with a hook since the 2001 190 was a different hull (EVO), which was, apart from the hook, the same was the 190/197 hull in the years (and years) to come (apart from the hook).
