I think it refers to it having an adjustable overlay on top that can be snugged down for the person using it, vs. the standard fixed rubber overlay. It is just more customizable to your foot, if you are the only wearing it, or if several people will be using it.

Fixed. Seems cool to have adjustability, but with one layer overtop of the other (velcro'd to one another) can present problems. As a guy who gets up back foot out, the water flow would come thru the loop s'times and flip the excess flap of the lower layer down into the foot bed. Can't get your foot all the way in and here comes the course...very frustrating even if does not happen every time.

Per marketing info on HO Floating RTP with Swivel Back:

Designed by Will Asher, this rear toe plate will fit every rider. Includes free-floating tongue and static lace closure. Lean footbed thickness gives unmatched feel. One size fits all.

I agree a floating plate could mean that there were plastic washers that allow the plate to flex with the ski, but I don't believe it was what HO intended. I can't speak for HO though, but just how I interpret what they say about their product.
