I have 2 cleat in the center bow and 2 ont the stern (left and right) Can I use a mooring whip system? Can I attach the front whip to the cleat on the bow??? If I were you, I would try to get a look at the underside of that cleat and see if there is any glassed in backing that the cleat is bolted through. If it is just a few layers of glass without additional backing, I would be concerned. Generally there isn't much (shock) load on the cleats from the whip as it maintains a fairly constant amount of tension.
